Conservation groups sue to protect owls in Arizona

(AP) ? Conservation groups have sued to restore endangered status protection for small owls found in southern Arizona, saying the U.S. Fish and Wildlife Service relied on language in delisting the owls that makes it too difficult to shelter distinct species from threats. The lawsuit filed this week in federal court also contends that the agency hadn't released that language publicly when it reaffirmed its decision last October to strip the cactus ferruginous pygmy owl of its federal protection. The owls are impacted by urbanization, agricultural expansion, off-road vehicle use and invasion of nonnative species in about 27 percent of their range in Arizona, Texas and parts of Mexico. Greenwald said the proposed definition doesn't jibe with the intent of the Endangered Species Act, which allows for listing a species when it's at risk of extinction in all or a significant portion of its range.
